Another nine million are released from local jails. Three years after their release, two out of three former inmates are rearrested and more than 50% are. Over the past 15 years, the California justice system's protracted punitive response to crime has changed to focus more on rehabilitation. Much of this progress must be attributed to the tireless efforts of justice organizations and activists.
Despite these declines in the prison population and incarceration rates, recidivism rates have remained stable, hovering around 50% over the past decade.
